BACKGROUND AND IMPLEMENTATION CHALLENGES: From 2019 to 2022, Chongqing has built 3557 smoke-free institutions, with a coverage rate of 100%. In order to ensure that the performance of smoke-free institutions does not decline, the overall smoke control environment of the institutions continues to be maintained, and the exposure to second-hand smoke continues to decrease, Chongqing has adopted a series of measures and methods.
INTERVENTION OR RESPONSE: In line with the documents and standards released by national government, Chongqing issued documents and guidelines for the consolidation and construction of smoke-free institutions, determined the standards for municipal demonstration units, and carried out consolidation and construction work for 3557 smoke-free institutions in the city. The construction of smoke-free institution is included in the tobacco control campaign and the evaluation and acceptance indicators for civilized institutions and green institutions. Special funds are set up every year for supervision, training, and unannounced inspections and evaluations. Accept social supervision, and promptly rectify problems when discovered. Organize doctors and volunteers to go to government institutions to conduct tobacco control persuasion and publicity, and provide smoking cessation services. Use new media, public transportation tracks, taxis, etc. to carry out online and offline tobacco control publicity to create a tobacco control atmosphere.
RESULTS AND IMPACT: By the end of 2023, 218 municipal-level demonstration institutions and 6 national model institutions have been built. In Chongqing, the second-hand smoke exposure rate of non-smokers in government institutions was 24.7% and 19.4% in 2020 and 2022, showing a continuous downward trend.
CONCLUSIONS: By clarifying the standards, creating models, incorporating them into assessments, strengthening supervision, and carrying out publicity and guidance, the exposure rate of second-hand smoke in government institutions has been declining year by year. The working methods used to consolidate the construction of smoke-free institutions in Chongqing are effective and worthy of promotion.
